Hodgdon had an essay on why this was a bad idea on their website at one time but I think it was gone the last time I looked for it.

Taggants in primers and powder were a bad idea because they would change the loading density and burn characteristics of the product.   Part of the problem stems from extensive use of explosives in quary operations and building demolition. After a few years of using recycled materials taggants would be everywhere. If you added enough of them to a product to distinguish from the background noise of residual taggants you would substantially alter the product.

I was also told on the side that the military, esp covert ops didn't want anything to do with taggants and did not want any chance that they would creep into the military supply chain.

And smokeless powder isn't an explosive...hopefully "ballistic fingerprinting" will go away also. Then we can get rid of "smart guns" and maybe society will realize that we nedd to put child murderers in prison where they belong. We finally are on the rught track with terrorism, now we just have to get all the sheeple to realize that criminals are bad and we'll be all set.
